Public subsidies are a key tool in local policies to promote the associative fabric, promote economic and social activities and support projects of general interest. Through subsidies, local governments not only support the associative and business fabric of the municipality, but can also guide policies for social cohesion, fostering participation and promoting innovation and sustainability. However, the legal regime of subsidies is complex (Law 38/2003, regional regulations and local ordinances), subject to internal and external controls, and closely linked to transparency, integrity and good governance. The phases of call, concession, justification and control require rigorous and transparent monitoring, as they can lead to political, administrative and even criminal responsibilities.

This micro-credential offers a clear and practical approach to the management of public subsidies at the local level. It is specially designed for elected officials and municipal management staff who, without needing to be specialized technicians, must have solid criteria to make informed and responsible decisions in this matter.

The program's approach is eminently applied since it works with real examples, case studies and collective debate spaces that allow the exchange of municipal experiences and the identification of good practices. The ultimate objective is for students to acquire useful and immediately applicable tools to strengthen transparency, integrity and efficiency in the management of subsidies, thus contributing to a closer, responsible and transformative local administration.

This course offers a practical and applied approach to the management of local subsidies, especially aimed at elected officials and management staff who must make strategic decisions and supervise procedures.

Specific objectives:
- Know the basic regulatory framework (LGS, Catalan regulations, local ordinances).
- Identify the roles and responsibilitiesof municipal bodies in the field of subsidies.
- Understand the concession procedures (competitive competition, nominative, direct).
- Analyze the management phases: call, concession, justification and control.
- Detect liability risks and frequent irregularities.
- Promote good practices in transparency and integrity.
- Relate subsidies to local public policies (inclusion, sustainability, culture, sports).

This micro-credential does not have the specific objective of opening a new professional path, but rather of improving skills and efficiency in the exercise of public responsibilities, accrediting their knowledge in the field. Thus, elected officials will be able to make more informed and strategic decisions regarding public subsidies, adequately supervise the granting and justification procedures and ensure the correct use of public resources.
The training contributes to strengthening the profile of elected officials as key agents in the transformation of the municipality and in the promotion of responsible and efficient public management.
