This study has its precedent in the course "Organization, Design, and Management of a Political Office" that was held at UAB from March to May 2013. Subsequently, other editions were conducted in a different format in Girona, and given the great acceptance of the program, in the 2019/2020 academic year, it was considered appropriate to turn this type of training into a UAB specialization, with the format presented here, and offer it as a proprietary training of ICPS.
This training aims to be a tool for all members of a municipal government, especially for the members of the mayor's office, so they can have knowledge in the coordination and management of a municipal government office.
Often, local workers, trained in administrative management experience within this field, have to manage an office and do not always have the necessary tools to face the specificity of this management.
Therefore, a collection of the most frequent management scenarios has been made, seeking the most appropriate, eminently practical tools for their management.
- Introduction to the functioning of a council.
- Organization of the government and government areas.
- Public management and team coordination.
Functions and organization of a political office:
- Creation and management of the office: management areas, responsibilities within the government, necessary profiles, etc.
- Physical and temporal organization of the office.
- Human resources management and internal organization.
Control of the political agenda and government communication:
- From political confrontation to government management.
- Media management of the government: relationship with the media, the role of the spokesperson, speech construction, press releases and conferences, protocol, etc.
- Internal communication.
- Government communication strategy.
Negotiation and interest management:
- Coalition management and coordination of coalition governments.
- Leadership techniques.
- Direct communication with citizens: citizen participation, management of lobbies and interest groups, decision-making, municipal narrative, and informative events.
